In to the enterprise cost control fundamental research foundation in,the union enterprise's characteristic and inside and outside environment factor influence,had the problem and the reason to the Daqing petrochemistry company cost control in has conducted the research,the union company's actual situation,proposed the improvement measure to its deficiency.The goal is causes the enterprise to clearly recognize the current economical situation,chooses the best cost control plan,thus achieved the low cost high benefit the goal,enable the enterprise to have the stronger competitive advantage in the similar enterprise

The cost increasing rate of international raw oil production and the petroleum product manufacturing industries has surpassed their sale income rate.The cost not only influences the profit of enterprises,but also affects their competence and survival and developmental potent,and cost control becomes the focus of these enterprises.
Based on the enterprise cost controlling theory researches and combined with the effects of the inner characteristics and outer environment of the enterprises,the author studies the problems existed in the cost control in Daqing Petro-chemical Company and their causes combined with the practical bases of the company,puts forward some modified measures aimed at its disadvantages.The objective of this paper is to make the enterprises to recognize current economic situations clearly and choose the best cost control scheme,thus reach to the objective of “low cost and high efficiency” and make them possess of stronger competitive advantages among similar sorts of enterprises

For companies in the international crude oil processing and petrochemical industry, with cost increasing faster than the sales revenue, the size of cost will influence not only an enterprise’s profit but also affects its competitive capacity as well as its future development and viability. In this sense, cost management becomes the major concern for businesses in the oil industry.
Based on theories of cost management, with regard to Daqing Petrochemistry’s own characteristics and the influence of its internal and external environment, this thesis took insight into the problems arose in the cost control scheme of the enterprise; also, to rectify its deficiency, considering the company's actual situation, it proposed some measures, the goal of which is to help the enterprise gain a clear understanding of the current economical situation. And from this, it could choose the best control plan to reduce cost while insure high profit, thus retain stronger competitive advantage than its counterparts.
