2.连接词that后肯定要接句子,一般是陈述句。至于从句的谓语动词用什么形式，要看你主句动词的意思。如果，It is+表示“建议、意见、命令、要求”的动词，后边用（should）+动词原型(这个是虚拟语气，大学教材《新编英语语法高级教程》中称作be-型虚拟，高中语法叫做虚拟语气的特例)，其中should可省去,其他的就根据具体时态。
3.给你几个例句。
It is advised(建议) that women (should) not be looked down against in society.
It is believed that he stole the diamond.(=He is believed to have stolen the diamond.)
It is argued that the transition to the role ,although diffficult, is not nearly as great as the transition the wife must to make to the mother's role.[2011年英语专业四级考试完形填空里的句子：有人说向父亲这个角色的转变虽然困难，但没有妻子必须要向母亲这一角色转变那样难。]
